About
Known as a bail in the US but often as an overshoot throughout the rest of the English-speaking world, the skills are one and the same.

The bail remains among the most popular uneven bars transition elements, though its popularity faded dramatically following the 2013 elimination of the D+C connection bonus and the corresponding rise in Pak salto + Shaposhnikova variations. Those combinations have largely replaced the bail handstand + Stalder shoot as the high-to-low-to-high sequence of choice.

In elite, this skill is performed exclusively to handstand, so the term bail or overshoot alone is usually sufficient. In other levels, the non-handstand version is also popular, hence the necessary differentiation between bail and bail handstand. (I will often use bail to mean the handstand version and overshoot to mean the non-handstand version, but that’s my own foible and not an official classification.)

Now the JUSTICE FOR KARLA section. At the 2014 worlds championships, Karla Retiz of Mexico got the bail handstand with 1/2 turn named after her—a bail handstand, but with a 1/2 turn on the low bar while still in handstand, following the catch. And the skill subsequently appeared as so:

bail

In the 2017 publication of the code update, however, the skill was returned to its previous version to indicate that the Retiz will no longer be recognized. Particularly irritating because it would be a super-useful skill to be able to perform a bail and then do a 1/2 turn to be facing the correct direction for a Shaposh variation.
