The allowance of C dismounts without incurring the wrath of losing composition requirements (starting in 2017) has encouraged more gymnasts to perform dismounts like the toe-on front tuck 1/2. Formerly, having a C dismount would have been a disadvantage, but now it works for routine composition purposes since most gymnasts are going to be counting some C elements on bars anyway.
These toe-on dismounts are still typically the domain of gymnasts that either aren’t so much with the bars or are Canadian (or both!) but since there are a lot of those, the toe-on dismount is a thing. It’s still not exactly encouraged by the code, which you can tell by all these variations on the skill (tucked and piked, 1/2 turn and full turn) all being lumped together at C value despite some being clearly more difficult than others.
